The self-storage facility on the outskirts of Atlanta was a desolate landscape of corrugated metal units under a flickering fluorescent light. Tobias Kincaid, huddled in a threadbare jacket, met us at Unit 17B. His eyes were wide and darting, like a cornered animal.
“I can’t go to jail,” Kincaid whispered, his voice cracking. He looked terrified. “Holloway will ruin me if he finds out.”
“Mr. Kincaid, you won’t go to jail if you cooperate with federal prosecutors,” I assured him, my voice firm. “They’re interested in Marcus Holloway, not you, if you provide verifiable evidence.”
Devon stood beside me, his phone recording, just in case.
Kincaid fumbled with a rusty padlock, his hands shaking. The metal door groaned open, revealing a cramped unit filled with dusty boxes. He rummaged through a stack, finally pulling out a worn leather-bound ledger and a thick manila envelope.
“This is it,” he said, handing them to me. The ledger was filled with precise, cramped handwriting, detailing dates, amounts, and specific appraisal properties. It even listed corresponding cancelled check numbers.
“Every fraudulent appraisal I signed for Marcus,” Kincaid whispered, his voice barely audible. “For twenty years. The real valuations, the fake ones. And these are the kickbacks.”
He pointed to a column in the ledger. “Payments made directly to Holloway’s campaign funds. Not to him personally, so he always said it was ‘legitimate consulting fees.’ But it was for falsified reports.”
The manila envelope contained a notarized, hand-written letter. I pulled it out and read the opening lines: “To Whom It May Concern: This letter serves as my formal confession regarding the falsification of commercial property appraisals and the acceptance of financial inducements from Marcus Holloway and Holloway Properties LLC…”
My fingers tightened around the paper. This was everything. The concrete proof.
“In exchange,” I reminded Kincaid, looking him directly in the eye, “my lawyer will present this document directly to federal prosecutors, not to the local press first. You cooperate fully, and you’ll get protection.”
Kincaid nodded, relief washing over his face, mixing with lingering fear. He had chosen his side, and the trap around Marcus Holloway was now officially sealed.
