Deputy Rayburn, still holding Gareth Doxon in a firm grip, quickly briefed the lead investigator. He pointed to the exposed safe, now fully visible to everyone.
The investigators meticulously documented the scene. They carefully removed the contents of Gareth’s hidden safe. Forged deeds. Property reassessment forms. Official-looking letters of agreement. And, crucially, a series of direct kickback ledgers, meticulously detailing payments from ‘Finch Commercial Properties LLC’ to ‘Gareth Doxon Appraisals.’ Brenda and Gareth’s signatures were clear, undeniable.
Brenda Finch, disoriented and covered in soot, emerged from a side door of the annex, her eyes wide with a mix of shock and utter defeat. She saw the evidence, the ledgers, the documents, being bagged by the investigators. She saw Gareth Doxon being handcuffed.
The lead investigator turned to Deputy Rayburn. “Deputy, we have multiple counts of suspected felony real estate fraud, forgery, and attempted commercial arson. Do we have any corroborating testimony regarding the systematic nature of this operation?”
Deputy Rayburn looked at me, then gestured to Ms. Davies, who had arrived with county legal officials.
Ms. Davies stepped forward, a file in her hand. “Indeed, Investigator. We have a comprehensive sworn affidavit from Mr. Arthur Finch, Brenda Finch’s ex-husband. He details five separate instances of similar fraud over the past eight years, involving Gareth Doxon, Lyle Finch, and Harlan Finch.”
She handed over Arthur’s notarized testimony. As the investigator scanned the document, his face grew grimmer.
“This confirms a systemic fraud ring,” he stated, his voice ringing with authority. He looked directly at Harlan Finch, who stood trembling nearby in his municipal uniform. “Mr. Harlan Finch, you are stripped of your municipal duties, effective immediately. Your involvement in disabling the fire suppression system makes you an accessory to attempted arson. You will be taken into custody.”
Harlan’s face crumpled. Two uniformed officers moved in.
Lyle Finch, pushing through the crowd of horrified townspeople, watched his brother being led away in handcuffs. He saw the ledgers, heard Arthur’s testimony. His power, his influence, dissolved into nothing.
“And you, Mr. Doxon,” the investigator said, turning to Gareth, who was now fully cuffed. “You’re facing federal fraud charges, and you can kiss your appraiser’s license goodbye.”
Gareth hung his head.
Brenda stared, her world collapsing around her. Her brothers, her co-conspirators, were gone. Her partner, exposed. Her entire criminal enterprise, laid bare for the whole town, for the state, to see. The truth, ripped open by a thunderbolt.
